What’s Happening With DSS Benefits in 2025?

Recent changes to federal law (such as the “Big Beautiful Bill” passed July 3, 2025) are resulting in cuts or eligibility changes for programs handled by the Department of Social Services (DSS), including SNAP (food stamps) and other benefits. This means you may lose benefits if you no longer meet new requirements—especially stricter work requirements and updated eligibility criteria for non-citizens. SNAP work rules now apply to more people, raising the age affected by work rules from 54 to 64 and narrowing exemptions.

What Should You Do If You’re About to Lose Your DSS Benefits?

1. Read Your Notice Carefully:
DSS is required to send you official notices about any changes, reductions, or loss of benefits. These notices often include specific reasons and your appeal rights.

2. Respond to Conciliation or Sanction Notices:
 If you lost benefits due to work-activity noncompliance, you should reply to the “conciliation” notice explaining your reason. Always provide supporting documentation (like a doctor’s note if sick).

3. Request a Fair Hearing:
 You have the right to request a Fair Hearing if your benefits are reduced/stopped. Request within the timeline (often 60 days from the notice). Usually, your benefits continue during the appeal if you file before the cut-off date on your notice.

4. Apply for Other Help:
 If you no longer qualify for SNAP/DSS due to eligibility updates (e.g., immigration status or higher work requirements), you may still qualify for other assistance:

• Local food pantries, emergency food services

• State or local benefits: housing, utility support, healthcare

• Employment support and job training via local social services

5. Contact Legal Aid:
 If you feel your benefits were cut off unfairly or you have a disability, contact local legal aid (see notice for contacts). Many areas have free legal help for benefit-related issues.

6. Update Your Information:
Ensure DSS has your current info. Sometimes, benefits are discontinued simply because DSS needs more documents or an updated address.
